The appearance of the world card is a figure rejoicing its success, the figure is obviously the Fool who has learnt all lessons on the earthly plane and is now rejoicing. The cloth in which he tied a bundle of his Karmas is now wrapped around him showing that all the karmas and learnings are over, its more on the spiritual level.
There are the four figures which appeared with wings in The Wheel of Fortune card are now without wings. Being with wings there was certainity and change in Wheel of Fortune but here the wongs are gone and the mere creatures stay show grounding and solidity of this card. This is not the change of fortune bringing good or bad luck and bringing happiness that would soon change to sadness when wheel turns.
But this is the card showing the phase of achievement and success for the soul which is everlasting. The learning of the soul always stay and the soul continues to evolve from the point where he stopped last. There is no downfall here like in the materialistic world.
Meaning-
The card shows success and ultimate feeling of fulfillment from your achievements. These achievements might not be as big as this world card shows, but they would be big from the feeling they give to you.
